Community Services

Community Services utilizes specially trained, non-sworn personnel to perform some duties that have been traditionally performed by sworn personnel. Community Service Officers (CSO) perform a wide variety of duties and activities of routine non-sworn law enforcement functions in support of the Patrol Division, which do not require arrest authority. CSO's respond to animal and code related calls for service, and report to certain types of non-emergency calls-for-service (not in progress, no viable suspect information etc.), either via telephone or in a specially marked department vehicle.

Objectives and Goals

  1. Educate the public about Town of Parker codes and ordinances and to obtain voluntary compliance.
  2. Strive to perform duties in a fair, professional and courteous manner.
  3. Protect the health, safety and welfare of all property owners, residents, businesses and visitors.
  4. Develop and establish standards and ordinances that ensure positive effects on property value, community appearance, and neighborhood pride.
  5. Partner with other agencies to reach common goals.
  6. Establish and maintain a proactive environment to help solve community issues and stay at the forefront of creative and effective code enforcement.

Complaints

Frequent complaints involve signs, trash and debris, overflowing or unsanitary dumpsters, weeds, failure to remove snow from sidewalks, inoperable vehicles, failure to obtain permits for land use or change of use and a variety of other issues. The code enforcement personnel will discuss any questions or comments you have and explain the ways we may be able to help you.

Snow and Ice Removal from Sidewalks

It is the homeowner’s responsibility to remove snow and ice from all sidewalks adjacent to their property within 48 hours of the end of any snow, sleet or freezing rain. Failure to do so in the specified time frame is a violation of the Town’s Municipal Code and can result in a fine to the homeowner.

Snow left on walks turns into ice and makes for hazardous walking conditions for neighbors, including school children and the elderly. Once notice of violation is given to the homeowner, any snow and ice must be removed within 24 hours. After that time, the Town may make arrangements to have it cleared at the resident’s expense.

Individuals can also reduce the potential for ice by shoveling snow into their yard after a storm rather than into streets and gutters.

More information on snow and ice removal can be found in section 10.01.020 of the Parker Municipal Code.

Garage Sales

Parker Town Council updated the Town’s sign code in July 2013 to allow for "limited duration and temporary signs," which include signs advertising garage sales. These signs are now permitted in the right-of-way for a limited period of time under the following conditions.

  • A maximum of four signs are permitted per residential lot
  • The signs may only be posted beginning at noon on Thursdays through 7 p.m. on the following Sunday
  • The signs may not exceed 5 square feet per face and 4 feet in height
  • The signs cannot be attached to public utility poles, traffic and other directional signs, vehicles, utility boxes, fences, other structures or trees
  • The signs cannot be placed in medians, roadways, shoulders or bike paths/lanes
  • Signs must be located 50 feet from all intersections and at least 6 feet from the edge of the roadway
  • Signs must be located at least 10 feet from any other garage sale sign

As part of this program, the Town's Community Services Division has pre-approved Garage Sale signs available for free at Town Hall (proof of residency is required).
